This looks like it was probably never used, just stored badly or handled carelessly at some point. The small hole is in the center between the two buckles. There is also a small puncture in the leather handle but I believe this is actually from a leather punch and likely a defect from the manufacturer, not later damage. I believe this could probably clean up and make a nice bag.
