It looks like it might have been brush painted black and I think the lower quality of the brushed finish is what's effecting my opinion here more so than the actual condition
There is a little discoloration of the canvas and a small bald spot on the pony fur (this doesn't appear to be deterioration but is more likely an original defect in the material)
I would not consider this one for using but it is a reasonably good example for your collection
